This site helps companies that bid for public contracts in the European Union understand how their tenders are judged, and what they can do about it. It follows a tender from start to finish: whether the EU rules apply and which procedure is used, whether your company qualifies, how price and quality are turned into points, what happens when a price looks too low, and what you can do after the award decision and once the contract is signed.
Who itâs for
Bid managers, small and medium-sized firms, consultants and in-house teams who prepare tenders for contracts above the EU thresholds. We assume youâve read a tender before. We donât assume youâre a lawyer.
What it covers
- The EU rules in Directive 2014/24/EU on public procurement and Directive 89/665/EEC on review procedures, as interpreted by the Court of Justice of the European Union, together with the related EU acts, such as the thresholds regulations and the standard form for the ESPD.
- Official EU data where it helps a bidder, such as the Commissionâs Single Market Scoreboard.
- Proposals to change the rules, such as the Commissionâs 2026 proposal for a Public Procurement Act. We keep them clearly apart from the law in force.
- Worked examples and a scoring calculator that turn those rules into decisions you can make on a real bid.
What it leaves out
- National law, except where we say so. Every Member State adds its own rules. When we mention a national rule, we label it and give the source.
- The United Kingdom. UK public contracts follow separate UK legislation and are not covered.
- Legal advice. We explain the rules. We canât tell you what to do in a particular tender or dispute.
- Tender listings. This site doesnât publish or track contract notices.
