ProcuraVista explains EU public procurement rules for companies that bid. This page says, in plain terms, what that information is and what it isn’t. The binding conditions for using the site are in our terms of use. This page doesn’t change them, and if anything here seems to differ, the terms of use apply.

General information, not advice

The guides, insights, worked examples and tools give general information about EU law. They aren’t legal, financial or other professional advice. They don’t take account of your circumstances, of the national law that applies to a particular tender, or of that tender’s documents. Reading the site, or writing to us, doesn’t create a client relationship. If a decision matters, take advice from a qualified professional in the country concerned.

Check the documents and the official sources

We work from the official EU texts, and each guide shows the sources it uses and when it was last checked (see how we check). But the law changes, national law adds its own rules, and every procedure has its own documents. Before you act, check:

  • the procurement documents of the tender, which decide how that procedure works;
  • the national law that applies to it;
  • the current official version of any EU text we cite. Our links take you to EUR-Lex and other official sources.

Your decisions remain yours

You decide how to bid, how to price and whether to challenge a decision. It’s up to you to confirm that the rules you rely on apply to your case.

Worked examples and tools

Worked examples use made-up figures unless we say otherwise. They show how a rule or a formula behaves. They don’t predict the result of a real tender, and any rates or prices in them are illustrative, not current market or official figures unless we say so. We check every figure in them automatically (see how we check).

Our tools, such as the scoring calculator, do exact arithmetic on the figures and settings you enter. Their results depend on those inputs and on the rules in the actual documents and national law, such as the formula, rounding and tie rules. A tool can’t tell you whether a formula or a requirement is lawful, or what others will bid. Use the results as one input to a decision, not as the only one.

We link to official sources and other publications so that you can check what we say. Links to other sites open in a new tab. We don’t control those sites, and their content, addresses and availability can change after we have checked them.

Mistakes and corrections

We work carefully, but we can make mistakes, and a page can fall behind a change in the law until its next review. If you find an error, please tell us, with the page and, if you can, the source. We correct it and list factual and legal corrections on the corrections page.

Your data

How we handle personal data, including analytics cookies set only if you accept them, is explained in the privacy notice. This page doesn’t change it.

Liability

Our liability is governed by the terms of use, to the extent the law allows. Nothing on this page limits any right you have that the law doesn’t allow to be limited, including your rights as a consumer.
