Eligibility
Before your tender is scored, the buyer checks whether your company may take part and can do the job.
Two questions come before any points are given. Is there a reason to exclude your company? And does it meet the minimum requirements for this contract? Start with exclusion grounds, which concern integrity and reliability, and how self-cleaning can keep you in. Then read selection criteria, which concern ability: registration, finances and experience, and the limits buyers must respect.
If you can't meet a requirement alone, the guide on bidding with partners explains the difference between a group, an entity whose capacities you rely on and a subcontractor. Each carries different obligations, and one partner can hold more than one role. The ESPD guide comes last because it pulls everything together: it is where you declare your answers to all of the above, for yourself and for your partners.
The insight below collects what the Court has said about self-cleaning: when to present your evidence and what the buyer owes you in return. How your tender is scored once you pass these checks is in Evaluation & award.
